He is the son of Jetina Palacios and Herman Palacios Jr. and is the younger half-brother of Cody Robertson. Cutter took an interest in school and community service in his teens, serving on several school and city club committees and accepting many honored citizen awards. He is a graduate of the Willow Bend Academy Homestudy Program (Plano, Texas) and a former student at Lakeview Centennial High School's Classical Center Program (Garland, Texas) and Texas Academy of Math and Science at the University of North Texas (Denton, Texas).
